U.S. Strategy Assessment Of Afghan Mission Must Go beyond A Troop Surge
In practically a decade, the U.S. government has spent $488 million in assistance to Ministry of Mines and Petroleum (MoMP), however never made the legitimization of the principally unlawful artisanal mining a precedence. In full disclosure, I watched the botched makes an attempt to kick-start the Afghan mining sector between 2011 and 2014, as a consultant to the U.S. authorities and later while working for a corporation focused on the pursuit of mining tasks in Afghanistan. I witnessed first-hand the poor enterprise practices in MoMP and western donor failure to hold its Afghan partners, on the time, to account. Additionally, I saw how many of the larger mining projects never oil to gas mix made it beyond the tender course of because the U.S. government decided to pull the plug from contract implementing/monitoring packages that helped develop capacity in the oil to gas mix oil to gas mix MoMP. With out this funding, the Afghans have little indigenous capability to problem/monitor mining contracts effectively, transparently, or responsibly.
